Reinforcing the digital transition of public administrations
In the canton of Jura, the project to revise the law on virtual counters is designed to enable Jura communes to pool their human and financial resources to provide online services to their citizens. The consultation carried out during the summer of 2022 confirmed the population's strong interest in digital issues.
The current law on secure virtual counters came into force in 2012. Its aim was to provide a legal framework for the implementation of a secure virtual counter solution for the benefit of Jura citizens, businesses and municipalities. In view of its success, and in order to cope with future developments, a revision of this law is necessary.
The planned changes focus on the digital transition of public administrations and IT security. Collaboration between the Canton and the communes has also been clarified, the aim being for the communes to provide most of their services via the virtual counter.
The government is therefore proposing a partial revision of the law on secure virtual wickets, in order to establish a clear collaboration between the State and the communes in the field of e-government. This will enable greater efficiency in the development of online services, as well as the pooling of technological resources.
The excellent participation rate in the consultation phase (40 communes out of 54 and 7 political parties out of 11) is a sign that e-government is at the heart of current concerns. The largely positive feedback also shows that the efforts already made by the Canton to provide communes with a legal framework and a tried-and-tested solution are meeting real expectations. Following this consultation, a number of adjustments have been made to the project in order to meet the needs of the communes as closely as possible.
